DAVID'S BIO:
 
David Barber earned a bachelor's degree in communications from the University of Louisville in 1960, a master's degree in speech communication from the University of Illinois at Urbana-Champaign in 1991, and a J.D. from the University of Louisville Louis D. Brandeis School of Law in 1994. At the time of his appointment, Barber was a partner at the law firm of Richardson, Barber & Williamson in Owingsville, Ky. He also served as a policy and legal advisor to House Speaker Greg Stumbo. Barber was a Kentucky Court of Appeals judge from 2000 to 2007. In the early 1990s, Barber was general counsel to the House of Representatives before his appointment as an administrative law judge with the Kentucky Department of Workers’ Claims. Early in his legal career, Barber served as the attorney for the city of Martin and the Floyd County School Board and was elected as Floyd County attorney.
